CONSULTING ENGINEERS

The role of independent consulting engineers for the realization of a project is essential since in this case every step or investment made is studied carefully and the client is advised of the best in quality and cost to suit his exact need whether immediate or for eventual expansion .Again , independent Consultants having no direct or indirect involvement with any license owners or contractors, seek only the interest of the client in the most professional way .

The cost involved in hiring the Consultant is insignificant compared to the consequent saving by the client and the possible troubles and problems which are avoided.

A project realization may involve the following main steps:

MARKET SURVEY AND FEASIBILITY STUDY ( Phase 1 )

Prior to taking decision and committing capital , the Owner would usually carry out studies to determine availability and access to raw materials and fuels, finished products supply and demand patterns and optimum market penetration , alternative processes plant location and site selection , surveying , utilities supply , transportation , labor, ecological and community effects, etc. In addition the Owner will require preliminary process and basic plant designs, plot plans and layouts, etc. for capital estimation

PROJECT REALIZATION ( Phase 2 )

DESIGN , ENGINEERING BID BOOKS, ETC:

When a decision is taken to implement a project and budget appropriation has been made , the Owner’s Consultants would then plan the project , issue scope of work and duty specifications , or carry out basic engineering design , prepare material and equipment specifications , issue tender documents, evaluate bids , prepare contracts, etc.

PROJECT REALIZATION ( Phase 3 )

PLANT AND FACILITIES ERECTION :

Project execution may be on a " Single Responsibility Turkey " basic with a single Contractor responsible for detailed engineering, procurement, erection, plant commissioning, etc. Alternatively, the Contractor’s responsibility could be limited "field construction / erection, commissioning and trial tests only " with Owner’s Engineers being responsible for engineering, procurement and project management throughout.

In either case, however, the project would usually be closely followed up and scrutinized for conformity with agreed planning , construction , budget and terms of reference .

PROJECT REALIZATION ( Phase 4 )

CONSTRUCTION COMPLETION AND OWNER TAKE – OVER:

Upon construction completion the facilities being built would be tested, serviced , commissioned and handed over to the owner who will then take over operating and maintaining the plants.
